A lot of the rebate information out there feels aimed at Toronto and the big suburbs. So it’s a fair question for a Belleville homeowner: is this program even for us out here?
Yes. Ontario’s Home Renovation Savings program is province-wide. It covers Belleville, the Bay of Quinte, and the rural areas around them — whether you’re on natural gas or not. Yes, it covers Belleville — and yes, even without gas
Two reassurances up front, because they’re the two things eastern-Ontario homeowners most often get wrong:
1. It’s not a big-city program. The Home Renovation Savings program is delivered across Ontario, including Belleville and the surrounding townships. Your postal code isn’t a barrier.
2. You don’t need natural gas. This is the big one for the Belleville area, where many homes — especially rural ones — run on propane, oil, or wood. The program’s heating requirement has two ways to qualify:
- Natural gas (Enbridge Gas — which does serve Belleville), or
- Heating by electricity, oil, propane, or wood, as long as your home is connected to Ontario’s electricity grid.
So a rural home on propane with hydro service qualifies on the heating requirement. No gas line needed. A lot of Belleville-area homeowners wrongly assume otherwise and never apply.

Why this rebate is especially worth it in Belleville
Two reasons stack up:
Older, more affordable homes have the most to gain. They start with the least insulation, so the improvement — and the savings — are largest. The rebate covering half the cost of a high-return upgrade is a strong deal.
Propane and oil homes save even more. If you heat with propane or oil (common in the rural areas around Belleville), you pay more per unit of heat than a gas home — so stopping heat loss saves you more every winter, on top of the same rebate. The homeowners most likely to assume they don’t qualify are often the ones with the most to gain.
How the bundled path works — and where people lose it

- Renovation Upgrade Report — rebates come only from recommended measures.
- Complete at least two recommended upgrades (100% coverage where required). ⚠️ Do one and you get nothing.
- Follow-up assessment, same advisor.
- Rebates issued after submission — by cheque for non-gas homes, or an Enbridge bill credit for gas customers.
Is there free insulation? (For income-qualified households)
Worth knowing: separate from the rebate, Enbridge Gas runs an income-qualified program that provides free insulation and draft-proofing to households that qualify on income — and it can include rentals where the tenant qualifies and the owner participates. If your household income qualifies, this may be a better route than the rebate. Check directly with Enbridge Gas for current thresholds and details.

Timing
Peak insulation demand runs October–February; advisors and contractors book out, and eastern-Ontario/rural properties can take longer to schedule. Book the assessment in the warm months and the whole sequence runs smoothly before winter. The program can also change or end at any time, so a completed rebate beats a planned one.

Any site still advertising “$10,000 from the Canada Greener Homes Loan” is out of date. NRCan’s newer Canada Greener Homes Affordability Program is income-targeted and delivered through provincial partners — confirm Ontario availability at natural-resources.canada.ca.
